Local development authorities in Gurgaon and Noida and other cities including Mumbai are cracking down on errant builders after constant prodding by agitating home buyers over the last few years.
The Greater Noida authority recently sent a notice to Noida-based builder Supertech for violation of sanction plans in a housing project in Greater Noida. In its order, it said that 1,009 flats in the project should be sealed as they exceed the originally sanctioned 844 units.
This came after home buyers in the first phase of the project pointed out the alleged violation to the authority and a team then set out to investigate. The builder says it had originally got permission for 844 units and later, under the policy of purchasable FAR by GNIDA, it had submitted revised plans for approval in December 2014 to accommodate a total of 1,853 apartments.
RK Arora, chairman of Supertech, said according to the Greater Noida Building Regulations, the authority needs to sanction the plan within 60 days else it is deemed to be approved. “We built only after that,” he said.
Haryana chief minister Manohar Lal Khattar has set up a committee under Gurgaon Deputy Commissioner TL Satyaprakash to take stock of builder Unitech’s assets and liabilities, both in India and outside the country.
This was done after several home buyers in different projects of the developer in Gurgaon approached the government. In Mumbai, civic authority Municipal Corporation of Greater Mumbai (MCGM) recently launched a website where citizens and home buyers can report unauthorised constructions, violation of FSI rules or illegal alterations.
PC Gupta, additional CEO of Greater Noida Authority, said home buyers have been putting pressure on the authority recently given the huge delays in delivery of apartments in the area. “The case in Greater Noida and Noida is interesting. At first, there was a three-year delay because of land acquisition issues and later because of NGT. Both these matters delayed construction and delivery of apartments in many areas, stressing home buyers,” he said.
